RUNUP RESTRICTIONS AT PNS

RULES AND REGULATIONS PENSACOLA REGIONAL AIRPORT

AIRCRAFT ENGINE RUN-UPS

Whereby City Code, Section 10-2-4 authorizes the Airport Director to make additional rules and regulations for contingencies not specifically covered by the City Codes; and

Whereby procedures for aircraft engine run-ups, both maintenance and pre-flight checks, are necessary for the operation of the Airport;

Therefore, the following procedures shall apply to aircraft engine run-ups at Pensacola Regional Airport.

1. Purpose:

The purpose of this document is to establish rules and regulations relative to aircraft engine run-ups at Pensacola Regional Airport.

2. Responsibility:

It shall be the responsibility of all tenants conducting aircraft maintenance activity to inform their maintenance staff of this policy. It shall also be the responsibility of all tenants allowing self maintenance to inform the individuals performing the self maintenance ofthis policy.

3. Authorized Hours:

Aircraft engine run-ups by any person for maintenance purposes will be prohibited from 6:00 PM until 9:00 AM on weekdays, and 24 hours a day on weekends on the general aviation and corporate facilities located east of runway 17/35 and south of runway 8/26.

For all other areas of the airport, aircraft engine run-ups for maintenance purposes will be prohibited from 11:00 PM until 7:00 AM each day.

4. Authorized Locations:

For the general aviation and corporate facilities located east of runway 17/35 and south of runway 8/26, maintenance run-ups for piston and turbo-prop aircraft shall be conducted on the run-up pad located on Taxiway D or the run-up pad located on Taxiway B. Where possible, engine run-ups shall be conducted with the nose of the aircraft oriented east or west to minimize both noise in the adjoining neighborhoods and the effects of propwash on aircraft using Taxiways C and D. Should these area be blocked by Airport Operations or another user, maintenance run-ups may be conducted at the ends of each taxiway with ground control approval.

For aircraft unable to fit onto the run-up pad located on Taxiway D or the run-up pad located on Taxiway B, engine run-ups shall be conducted on the threshold of Runway 08 with the aircraft facing West.

Maintenance run-ups for jet aircraft shall be conducted on the run-up pad located on Taxiway B, or the threshold of Runway 08 with the aircraft facing West.

For those entities with locations elsewhere on the Airport, maintenance run-ups for piston and turbo-prop aircraft may be conducted on their respective ramp areas. Jet aircraft ._ engine run-ups shall be conducted on the threshold of runway 08 with the aircraft facing West, or if the aircraft will fit, on the run-up pad located on Taxiway B.

All operations on runways and taxiways are coordinated by Air Traffic Control during the Air Traffic Control Tower's operational hours. Therefore, prior approval must be received from Air Traffic Control before proceeding onto any taxiway or runway during these hours. If conducting operations at those times when the Air Traffic Control Tower in non-operational, aircraft operators should broadcast their intentions on 119.9 Mhz.

5. Large Aircraft Engine Run-ups:

All engine run-ups for aircraft greater than 12,500 lbs. must be approved in advance by Airport Management.

6. Exception to Rules:

Entities that are providing air ambulance services or other life saving operations, and whose inability to operate an aircraft would otherwise endanger a life are exempt from the above referenced time constraints for non-routine maintenance run-ups. However, the affected entities shall still make contact with Airport Management to inform them of the situation. A non-routine maintenance run-up is defined as one that is not part of scheduled or routine maintenance.

All other individual or entities desiring an exception to this policy must obtain approval in advance from Airport Management. Approval may be secured from the Airport Director, Asst. Airport Director for Operations, the Asst. Airport Director for Finance, or their designated representatives. These individuals may be reached 24 hrs. a day by calling 435-1746.

7. Violation of Policy:

In the event an engine run-up is conducted in violation of this policy, Airport Management will bring the violation to the attention of the affected lessee with the request to take steps to prevent future occurrences.

In the event an individual employee performs or allows repeated violations, with repeated being defined as two or more, Airport Management does reserve the right to confiscate the Airport identification badge of the employee. The badge will be turned over to the Asst. Airport Director for Operations or his designated representative for action. The employee or his supervisor must appear before the Asst. Airport Director for Operations or his designated representative to reinstate the identification badge. The Asst. Airport Director for Operations does reserve the right to deny a request for reinstatement. Should the Asst. Airport Director for Operations deny a reinstatement, the employee or the lessee may appeal to the Airport Director for re-consideration.

Pre-departure Run-ups:

This policy does not apply to pre-departure run-ups conducted at the ends of the departure runways.
